Our Mission

Fondazzjoni Sebħ strives to nurture an environment for growth, recovery and fulfillment ensuring the dignity and value of each individual, children, and families for a more inclusive society.

To accompany children and families in their journey towards reaching their full potential by providing community, residential, and educational therapeutic services.

The mission of Fondazzjoni Sebħ began in 1956 when the Archdiocese of Malta decided to coordinate the work done with children living in residential homes run by male and female religious congregations. Fondazzjoni Sebħ was initially known as Uffiċċju Djoċesan Djar tat-Tfal and later changed to Uffiċċju Ejjew Għandi. In 2018 the entity registered itself as an NGO and in 2019 it became established as Fondazzjoni Sebħ VO/1622.

Since 1956, the primary focus was on Children’s Homes. This changed in 2000 when the Archdiocese of Malta opened Dar Qalb ta’ Ġesu, a second-stage shelter for survivors of domestic violence which is now called Il-Milja. This shelter was the first of its kind in Malta as it focused on empowering women and children to reintegrate into the community, independent from their abuser. Since then, Fondazzjoni Sebħ has also incorporated a Community Prevention Service which covers the areas of Ħamrun and Marsa. In 2024 the service was renamed Community Family Service focusing on early intervention and family support and preservation. Fondazzjoni Sebh launched it’s AfterCare Services in 2023 which supports youth leaving Sebh’s residential homes or families leaving Milja with ongoing support when transitioning to independent living.

Our Services

Fondazzjoni Sebħ provides residential services to children, female survivors of violence and their children, as well as a community service offering support to individuals and families.

Children Services

Residential Care Homes offer a safe and loving home environment which affirms the worth and dignity of children who need an out-of-home care placement, and which enables them to reach their full potential. The residents receive holistic care that ensures that their physical health, social well-being, and psychological needs are supported. An in-house therapeutic service has also been set-up in 2023 and therapists work hand-in-hand with the manager, residential social worker and care team to ensure holistic care to the children.

Family Services

The Family Services include, il-Milja; services for survivors of Violence Against Women, Il-Mixtla; a semi-independent residential facility to families and young persons who previously resided at Il-Milja or in the Children Residential Homes and a Community Prevention services assisting the communities of Marsa and Ħamrun.

Community family services focus on the preservation of families. This is done by supporting families to improve their emotional and physical environments and their family functioning with the aim of preserving the family unit.

After Care Services

After Care Service


The After Care Services offer support both during the transition stage as well as when in the community to youth leaving Sebh’s residential homes or families leaving il-Milja.  The service aims at providing support when transitioning to independent living and optimising opportunities for healing while in care and beyond.
